Need Assessment for the Identification and Selection of the Village
The partner is expected to conduct a need assessment and identify beneficiaries as per the criteria provided in this document. The methodology of the need assessment includes key informant interviews (KII’s), focused group discussions (FGD’s) and site surveys. The partner will develop a detailed need assessment report based on the findings and ground realities.
The summary of the need assessment report would be the part of the proposal.
Beneficiary Selection Criteria
• The household has no water source inside the premises and has no access or limited access to drinking water.
• Extremely poor families having no resources to install a water hand pump in the household premises and communities having no resource to install a water well.
• Households headed by elderly persons, women, orphan or disabled and having no water source at home will be given priority.
• Household selection will be done purely on the basis of needs without any discrimination.
• In case of public places such as markets, schools, mosques etc selection will be based on the need and assurance of proper maintenance.
Village Selection Criteria
• The water quality fulfils minimum national water quality standards for drinking water.
• Villages with a high level of poverty and extreme need of clean drinking water.
• Villages with high level of vulnerability to water borne diseases.
• Villages with the least interventions of assistance in the provision of clean drinking water.
• The benefiting beneficiaries are willing to ensure operation and maintenance of the facility.
Terms and Conditions of the RFPG
The purpose of this Request for Partnership Grant (RFPG) is to invite proposals from reputable civil society and humanitarian organisations for the implementation of the Safe Water Programme by installing Water Hand Pumps and Water Wells in Pakistan.
The proposal should clearly elaborate the strategy for construction and installation through the participatory approach, hygiene awareness promotion in the proposed areas. The proposal should comprise all components mentioned above.

Maximum Fund for one Water Hand Pump and Water Well
The maximum fund for each Water Hand Pump is PKR 15,000 this include all costs associated with the project delivery such as need assessment, construction, installation, hygiene session, maintenance training, NGO administration etc.
The maximum fund for each water well is PKR 70,000 this include all costs associated with the project delivery such as need assessment, construction, installation, hygiene session, maintenance training NGO administration etc.
Funding Limitation
Muslim Charity does not impose any limitation on numbers proposed by an NGO for implementation. However, finalisation of decision on total number of WHPs and WWs allocation will depend on the capacity of the NGO as well as its proposed target areas which will be negotiable.
