Muslim Charity has launched its new round of Request for Partnership Grants (RFPG) for its Safe Water Programme in Pakistan. Below are the full details for interested partner organisations who wish to apply.

Safe Water Campaign

Sanitation and hygiene are a basic human right, yet over 785 million people around the world live without access to drinking water.

Access to clean water and basic sanitation is a basic human right, yet somehow despite living in an incredible world of technology and luxury, millions of people wake up every day not knowing where their next drink will come from.

In places like Pakistan, Bangladesh, Nepal, Somalia, Gaza and Yemen people are living in extreme poverty and these lack of basic facilities result in people having to walk miles every day to get access to water. For adults, that means hours that could be spent working and earning an income whilst for children that’s a day of school missed.

That’s 785 million people who struggle every day to find a fundamental ingredient needed to sustain life. It’s not just drinking water though – did you know two out of five humans in the world live without access to soap or a hand-washing facilities? Without facilities to adequately clean and maintain hygiene, sickness and disease becomes rife and every single day over 800 children die from illnesses that are easily curable.

 

Safe Water Project

Muslim Charity is intending to improve access to safe drinking water through the installation of Water Hand Pumps and Water Wells in Pakistan.
The project will be based on the following components/criteria and a strategy should be included in any proposals that are submitted.

 

Coordination with Stakeholders

Local partners will coordinate with District administration for issuance of NOC. They will also coordinate with relevant departments for site identification (as per pre-set criteria) and ensure their support and cooperation. The partner organisation will also liaise with other organisations and line departments for affective coordination.

 

Community Mobilisation

The partner will ensure the project is implemented through a participatory approach. They will involve community through formation of Water Committees (WC’s).
The WC will be playing a vital role in the beneficiary selection/site selection for construction and installation of water hand pumps and wells. The partner should provide a detailed community mobilisation strategy for the implementation.

 

Hygiene Promotion

To promote safe hygienic practices and reduce the risk of water and sanitation borne diseases, hygiene promotion and awareness raising regarding preventable diseases is an essential part of the project. The partner is expected to provide a strategy for hygiene promotion and awareness raising in the project. The major focus will be on methods of water disinfection at a domestic level and hand-washing with soap at critical times.

Need Assessment for the Identification and Selection of the Village

The partner is expected to conduct a need assessment and identify beneficiaries as per the criteria provided in this document. The methodology of the need assessment includes key informant interviews (KII’s), focused group discussions (FGD’s) and site surveys. The partner will develop a detailed need assessment report based on the findings and ground realities.

The summary of the need assessment report would be the part of the proposal.

 

Beneficiary Selection Criteria

• The household has no water source inside the premises and has no access or limited access to drinking water.

• Extremely poor families having no resources to install a water hand pump in the household premises and communities having no resource to install a water well.

• Households headed by elderly persons, women, orphan or disabled and having no water source at home will be given priority.

• Household selection will be done purely on the basis of needs without any discrimination.

• In case of public places such as markets, schools, mosques etc selection will be based on the need and assurance of proper maintenance.

 

Village Selection Criteria

• The water quality fulfils minimum national water quality standards for drinking water.

• Villages with a high level of poverty and extreme need of clean drinking water.

• Villages with high level of vulnerability to water borne diseases.

• Villages with the least interventions of assistance in the provision of clean drinking water.

• The benefiting beneficiaries are willing to ensure operation and maintenance of the facility.

 

Terms and Conditions of the RFPG

The purpose of this Request for Partnership Grant (RFPG) is to invite proposals from reputable civil society and humanitarian organisations for the implementation of the Safe Water Programme by installing Water Hand Pumps and Water Wells in Pakistan.
The proposal should clearly elaborate the strategy for construction and installation through the participatory approach, hygiene awareness promotion in the proposed areas. The proposal should comprise all components mentioned above.

 

Target Locations

Muslim Charity is intending to receive proposals from the below districts:

• Punjab:

    -  Bhakkar

    -  DG Khan

    -  Muzaffar Garh

    -  Kasur

    -  Sheikhupura

    -  Multan

• Sindh:

    -  Jamshoroo

    -  Mitiari

• KPK:

    -  Mardan

    -  Swabi

    -  Charsadda

• Balochistan:

    -  Sohbat Pur

    -  Jhal Magsi

    -  Naseer Abad

 

Maximum Fund for one Water Hand Pump and Water Well

The maximum fund for each Water Hand Pump is PKR 15,000 this include all costs associated with the project delivery such as need assessment, construction, installation, hygiene session, maintenance training, NGO administration etc.

The maximum fund for each water well is PKR 70,000 this include all costs associated with the project delivery such as need assessment, construction, installation, hygiene session, maintenance training NGO administration etc.

 

Funding Limitation

Muslim Charity does not impose any limitation on numbers proposed by an NGO for implementation. However, finalisation of decision on total number of WHPs and WWs allocation will depend on the capacity of the NGO as well as its proposed target areas which will be negotiable.

Eligibility Criteria of Interested Proponents

Muslim Charity has opted to identify high performing NGOs who have the proven capacity of continuing their welfare and development interventions even in situations of resource constraints. Muslim Charity in Pakistan will emphasise on long term partnerships with the NGOs who will perform best in this initiative. The NGOs must fall in the following criteria:

  1. The organisation must be registered with the Government of Pakistan.
  2. The organisation should have the approval/NOC from concern Government Authorities regarding proposed project implementation.
  3. The organisation has a previous proven experience of implementation of WASH projects particularly water hand pumps and water wells implementation with reputable donor/fund managing organisations.
  4. The organisation has proven experience of community mobilisation, grassroots institutional development, local resource mobilisation and sustainable development at local and national levels.
  5. The organisation bring in their own resources (in kind or cash).
  6. The organisation must be able to present its financial management and procurement policy or procedures.
  7. The organisation has strong mechanisms of internal monitoring and evaluation.
  8. The organisation is not involved in any sort of litigation.

 

Organisations which cannot apply

  1. Individuals/unregistered groups/consultants/vendors cannot apply.
  2. Business/for profit organisations cannot apply.
  3. Organisations involved in any anti-state activity cannot apply.
  4. Organisations having political/religious affiliation cannot apply.

 

Project Selection Criteria

Only those projects will be selected for implementation that would be complete in all respects and highly presentable in their documentation and quality. Furthermore, they would be innovative in the adoption of an implementation strategy and approaches and would have capacity to work with government departments.

 

Project Submission Deadline

Projects must be received by our office on Monday 20 July 2020 before or at 1200 hrs.

  1. Certification of Registration of organisation.
  2. List of Board of Governors/Directors along with CNICs, Addresses, Occupations and Contact details.
  3. Audit reports of last 3 years (External Audit).
  4. Two references from current or previous donors.
  5. Organisational profile.
